Former Spy Chief Warns That Technology Fields Are Becoming Espionage Battlegrounds

David Vigneault has cautioned that advanced technology fields are rapidly becoming battlegrounds for modern espionage. He believes that hostile governments now view scientific innovation as a primary channel for strategic dominance.
He said China’s operations illustrate how foreign powers target specific disciplines such as quantum computing, aerospace, biotechnology and artificial intelligence. These fields offer both commercial and military advantages, making them prime espionage targets.
Instead of relying solely on cyberattacks, Vigneault explained that foreign intelligence services draw on a combination of tactics, including insider access and academic exchanges that conceal covert intentions.
The growing value of dual-use technologies means that even early-stage research can be exploited for defence or surveillance capabilities abroad. Vigneault emphasized that this is why universities must adapt their protective strategies.
He argued that academic institutions need to balance openness with security by reviewing partnerships, enforcing modern security protocols, and training researchers without casting suspicion unfairly on any community.
